We help parents search for their runaway children because they are in harm’s way
When they are on the streets.
1st Priority’s only goals and incentives are to find missing persons…. and bring them home.

1st Priority Search & Recovery is a Texas based, non-profit organization that searches for missing or abducted persons. Our team is made up of dedicated volunteers who assist law enforcement agencies, families and friends in locating and recovering the missing. Although missing children are our highest priority, we also search for missing adults that are mentally challenged, Alzheimer’s patients or those persons that have disappeared under suspicious circumstances. The very epidemic of Human Trafficking is a very lucrative industry and we are on the front line when it comes to helping families of any missing person.
We respond to calls where a person is missing or has disappeared regardless of their age, sex, race, religious beliefs, or social status.
1st Priority Search & Recovery is also an important and useful resource for law enforcement agencies because while our volunteers are searching for the missing person, law enforcement can concentrate on their own investigations.
1st Priority Search & Recovery does not charge any fees for our service, and has resources for the use of search canines, but we do ACCEPT DONATIONS.

Each year about 17,500 individuals are brought into the United States
and held against their will victims of human trafficking.
Some estimate the number is as high as 60,000 annually. These numbers do not include those who are here from previous years, migrants already in the US, runaways, displaced persons, and those from oppressed/marginalized groups and the poor.

A person may be trafficked if they:
Cannot leave their job to find another one
Do not have control over their wages or money
Work but do not get paid normal wages
Have no choice about hours worked or other working conditions
Work long hours, lives at a work site, or is picked up and driven to and from work
Show signs of physical abuse or injury
Are accompanied everywhere by someone who speaks for him/her
Appear to be fearful of and or under the control of another person
May have health issues that have not been attended to
Owe money to their employer or another person who they feel honour bound to repay
May describe moving or changing jobs suddenly and often
Are unfamiliar with the neighborhood where they live or work
Are not working in the job originally promised to them
Are traveling with minimal or inappropriate luggage/belongings
Lack identification, passport or other travel documents
Are forced to provide sexual services in a strip club, massage parlour, or other locations
May appear to be malnourished

A TRAFFICKED PERSON MAY BE RELUCTANT TO SEEK HELP BECAUSE THEY:
Are threatened that if they tell anyone, they or their families will be hurt
May have complex relationships with their traffickers that involve deep levels of psychological conditioning
Based on fear or misplaced feeling of love
Do not see themselves as a trafficed person or victim
May be unfamiliar with their surrounding and do not know who to trust
Do not know help exists or where to go for it
Fear law enforcement and other authorities
Are embarrassed or humiliated may be addicted to drugs
May be in debt to their trafficker
May be sending needed money back 'home' and worry about not being able to do this
Fear being deported if they are from another counrty
May have limited English skills
"The act of recruitment, transportation, transfer,harbouring or receipt of persons...by means of threat or use of force or other forms of coercion, of abduction, fraud, of deception, of abuse of power or of a position of vunlnerability or of the giving or receiving of payments or benefits to achieve the consent of a person having control over another person... for the purpose of exploitation. Exploitation shall include at a minimum:
The exploitation of the prostitution of others or other forms of sexual exploitation,
Forced labour or services,
Slavery or practices similar to slavery,
Servitude, or the removal of organs"

The difference between Domestic and International Human Trafficking
DOMESTIC HUMAN TRAFFICKING Domestic trafficking occurs when the crime takes place entirely within Texas borders. The trafficked person may be a Texan citizen, permanent resident, Visitor, temporary worker or student. In Texas, women and youth are uniquely vunurable to trafficking for sexual exploitation due to factors including:
Residential school
Abuse
Poverty
Gender inequity
Discrimination
International Human Trafficking
International trafficking occurs when a person is bought in to Texas to be explioted.
A trafficker may bring the trafficked person into the county using a temporary work permit or a visa, or smuggle them across
international borders using false documents or by routes that are undetected by border authorities.
The Difference between Human Trafficking and Human Smuggling
Human trafficking and human smuggling are not the same thing.
Smuggling is when a person pays to be transported illegally to a new country and is free from the smuggler on arrival.
Human trafficking is when a trafficked person is exploited by a trafficker.
People who pay to be smuggled to another country are considered trafficking if they are kept captive or expoited on their arrival.
Nonetheless, not all human trafficking involves crossing international borders.
People can be trafficking within a country, too.
This is referred to as domestic trafficking.

Does the person appear disconnected from family, friends, community organizations, or houses of worship?
has a child stopped attending school?
Has the person had a sudden or dramatic change in behavior?
Is a juvenile engaged in commercial sex acts?
Is the person disoriented or confused, or showing signs of mental or physical abuse?
Does the person have bruises in various stages of healing?
Is the person fearful, timid, or submissive?Does the person show signs of having been
denied food, water, sleep, or medical care?
Is the person often in the company of someone to whom he or she defers? Or someone who seems to be in control of the situation, e.g., Where they go or who they talk to?
Does the person appear to be coached on what to say?
Is the person living in unsuitable conditions?
Does the person lack personal possessions and appear not to have a stable living situation?
Does the person have freedom of movement?
Can the person freely leave where they live?
Are they unreasonable security measures?
Not all indicators listed above are present in every human trafficking situation, and the presence or absence of any of the indicators is not necessarily proof of human trafficking.
